No rocker. It is made from Marine grade plywood!!! It is all one piece of wood.. Boards are sprayed with floor grade water based polyurethane..very smooth finish. The finish is sprayed FIVE times with a UV blocking waterproof/ water based poly. So YES You can use it outside. Please remember this is wood so should be cared for accordingly. THIS IS STUNNING IN PERSON. Wire hangers are included! SO MUCH work and time go into every board. It is a labor of love and I hope you love it too!
