In 1905 a medal was designed for holders of the certificate.In 1918, by special act, the Congress discontinued the Certificate of Merit Medal. Holders of the obsolete medal, upon request and with the surrender of their Certificate of Merit Medal, would be awarded the Distinguished Service Medal.
