The loosening of Communist Party controls ultimately led to nationalist uprisings in Soviet republics and the dissolution of the Soviet Union in 1991. While not fully achieving Gorbachev's vision, perestroika represented an attempt to reform the sclerotic Soviet system and played a major role in ending the Cold War confrontation with the West.
