It's a pull-on high waist skirt with an elastic waist. It's a full skirt cut in a circle, made of a heavy cotton fabric. A green plaid dog decorates the front. He has black rhinestone buttons and a black cord leash. It's still in great condition. It's handmade so the size is unknown.
