It was a goal that gained momentum when Iraq set Kuwaiti oilfields ablaze in a "scorched earth" policy, and reportedly began carrying out terror reprisals against Kuwaiti civilians. While the action may have been all but inevitable, it represented a breakdown of diplomacy. The Soviet Union's eleventh-hour attempts to broker an Iraqi withdrawal from Kuwait failed under the pressure of the allied deadline, raising questions about the future of collective security.
