The archives of Arrah's Colleothorath hold several voluminous old volumes of correspondence dating back to 1781, which belonged to the office of the Revenue chief of Patna. According to office tradition, they were discovered shortly after the Mutiny at Buxar Fort and taken to Arrah. Unfortunately, the correspondence is not complete; but there is enough material to form a fairly accurate opinion of the political and economic state of the country in those first years of our government; while a flood of light is shed upon the fiscal system that preceded the ten-year settlement, which subsequently became permanent in 1793. These documents show the unsatisfactory results of the first attempts to govern the country on semi-Asiatic principles; and it is only after reading these papers that one can get any adequate idea of the great, though silent, revolution which, under the influence of the English government, has transformed a country of reckless lawlessness and chaotic misrule into one of the most prosperous and peaceful countries in the world. The student of history will find much interesting information which he will seek in vain elsewhere; the economist will note the difference that a century of English rule has made in the value of local produce; the current administrator will learn something about the ancient customs, customs and laws that prevailed in Bihar.
