Manly (1795-1871) served as Governor of the state, 1849-1851, and as secretary for the university's board of trustees, 1821-1847 and 1851-1868. The seemingly optimistic tone of this announcement, toward filling various positions, was not borne out as the 1868 constitution required a new board which was not able to solve enduring post-war problems; it finally closed in 1871 (reopening in 1875).
