It was used to roll around the outside of a wooden wagon wheel to determine the circumference to cut the proper size to fit a wooden wagon wheel. The condition is good with no damage and fine surface rust. The wheel turns freely. It measures 20” long including the handle by 10 3/8” diameter wheel.
