It is the photogravure 80c Special Olympics stamp. The 2003 self-adhesive is tagged and serpentine die cut 11 on 4 sides. Lance Hidy designed the stamp and it was printed by Avery Dennison (AVR). The stamp features an Olympic victory celebration and holding raised hands. It contains hidden 3-D scrambled indicia of Olympic logo that is visible with a USPS decoder. Eighty cents paid the standard USPS international 1 oz letter rate. It is considered a commemorative and not an airmail stamp because it does not have 'air mail' specifically stated on the stamp. All modern Air Post stamps now include the silhouette of a jet plane.
