Since its founding in America in 1910 (and 1907 worldwide), Scouting has been enriched by the recognition that ours is not a nation of single-patterned individuals. But, that almost all Americans are heirs to at least a dual system of values and traditions. In the case of the Jewish citizen. this duality combines an American heritage born of the ideals of our nation's founders and the ancestral ways and practices associated with Judaism. From its founding, Scouting has always taken the position that a strong commitment to one's own religious or ethnic culture makes for enhanced citizenship. The Boy Scout Oath talks directly about a “Duty to God and my Country”. It should not be surprising then that in 1913, only three years after the advent of Scouting in America, the first Jewish Troop was formed in New York City and the National Council of YMHAs created a "Scouting Committee". Jewish Scouting continued to find support nationwide. The National Jewish Committee on Scouting (JCOS), formed in 1926, is the oldest formalized religious affiliation in the BSA. It is the mission of the JCOS to promote Scouting for Jewish youth by securing new Jewish chartered organizations and by continuing to provide individual Scouts and units with quality programs and services.
