Put there by the Philadelphia mint or by the co that handled the coins from the mint There is 100 rolls of coins in this bag all rolled up since 1974 An sealed with the lead seal to keep them sealed as mint bags. The coins in the bags are rolled up machine wrapped I believe these bags are a rarity with the seals on them most bags u see are sewn up bags with a thread sewn across the bag to seal it back up.
