The untagged precancel stamp met the USPS third-class presort rate that started Nov. 1, 1981 until May 22. 1983 when it increased to 11c. False franking was common at the time and eventually the stamps were replaced by the 11c Caboose stamp. The tagged philatelic (without overprint) stamps were often used by early PNC dealers and collectors trying to get rid of the scrap between the plate numbers (every 24 stamps). Color varieties are known for this issue due to ink contamination. This set includes 3 varieties at a modest price. The stamps have been taken from fresh coil rolls.
