Not Ex-Lib.Neal Dow was an American politician and temperance advocate. He organized the Maine Temperance Union in 1838, and in 1851, as mayor of Portland, he wrote a state prohibition law and secured its passage. After serving in the Civil War, he resumed his temperance activities. In 1880 he ran for president of the United States as the Prohibition Party candidate. As for his war experiences, shortly after the outbreak of the Civil War, he joined the Union Army as Colonel of the 13th Maine Infantry, eventually attaining the rank of brigadier general. When he could, Dow promoted prohibition in camp, recruited and armed slaves to the Union cause, and believed in a liberal approach to confiscating rebel property. He was wounded at the siege of Port Hudson and later captured and tried by Alabama courts on charges of stealing furniture while associated within. Ben Butler in New Orleans. He was held at Libby in Richmond, Virginia and in Mobile, Alabama. After being exchanged in 1864, and suffering lingering impacts from his prison experiences, Dow resigned from the military and returned to the cause of prohibition.
